The toy has to be independent from external factors such as energy or water.It's also going to be hard to brake and self cost has to be not high to make it affordable.It has to be not cultural sensitive or transfer violence to the kid.I want the toy to let the kid enjoy spending time with it,maybe educate that kid in some way.
